Certification: Position Descriptions

Purpose

Outlined below are the qualifications, primary responsibilities and terms for the various positions on the Lamaze International Certification Council, and for the Certification Program consultants.

Certification Council Chair

Qualifications of the Chair

  • The Chair of the Certification Council shall meet the following qualifications:
  • Minimum of three years’ experience on the Certification Council.  
  • LCCE status (preferred). 
  • Expertise in test development and item construction. 
  • Experience in test statistics and psychometric interpretation. 
  • Demonstrated educational background (Doctoral level preferred). 
  • Ability to lead and direct small groups. 

Responsibilities of the Chair

The responsibilities of the Chair of the Certification Council include:

  • Supervise and direct the affairs of the Certification Council, in accordance with the established bylaws and policies.
  • Attend and preside at all meetings of the Certification Council, and prepare agendas for meetings in collaboration with the chief staff person.
  • Appoint all committee chairs and members, and serve as an ex-officio member of all Certification Council committees.
  • Approve the selection and evaluate the Councils chief staff person; and support and communicate regularly with the chief staff person.
  • Prepare an annual budget for the Certification Program, developed in collaboration with the chief staff person, and chair of the Exam Development Committee.  Present funding requests to the Lamaze International Board of Directors.
  • Collaborate with the Chair of the Exam Development Committee in the approval of the final draft examination. 
  • Serve as ex-officio, non-voting member of the Education Council Governing Body, and provide written or verbal reports on Certification Program affairs at these meeting.
  • Prepare a report in collaboration with Chair of the Exam Development Committee of the Certification Council activities for the Lamaze International Annual Meeting and the public-at-large, and represent the Certification Council on all matters related to certification.
  • Assume such other powers and duties as may be prescribed by the Certification Council Governing Body.
  • Prepare the next Chair for the responsibilities of the position.

Term of the Chair

The Chair of the Certification Council is appointed for a three-year term by the President of the Board of Directors with a limit of two consecutive terms.

Governing Body Members

Qualifications of the Governing Body

LCCE members of the Certification Council Governing Body shall meet the following qualifications:

  • Minimum of one-year experience on the Certification Council. 
  • Minimum of three years’ experience in childbirth education. 
  • LCCE status. 
  • Knowledge of test development and item construction. 
  • Knowledge of test statistics and psychometric interpretation.

Public member participation on the Certification Council Governing Body is intended to help assure that the awarding of Lamaze International certification to childbirth educators is responsive to consumer needs, as well as the needs of interested professionals. A public member of the Certification Council Governing Body shall meet the following qualifications:

  • Interested in and/or previous experience as an advocate for the public interest.
  • A consumer of childbirth education (i.e., attended Lamaze classes), and experience in health issues, testing or credentialing, preferred.
  • Neither the public member or their immediate family may be:
    • A current or previous member, or an employer or employee of individuals certified by Lamaze International or in the profession of childbirth education.
    • An employee of any certifying agency.
    • Currently deriving more than five percent of total income from the profession of childbirth education, or have done so in any of the five years preceding appointment.
    • Currently providing contract services to Lamaze International, or have done so in any of the five years preceding appointment.
  • Not a member of another health profession.

Responsibilities of the Governing Body

Members of the Governing Body assist the Chair in overseeing the health and direction of the Certification Program, and shall:

  • Attend Certification Council meetings and participate in conference calls. 
  • Participate actively in Certification Council activities. 
  • Vote on Certification Council policy and program issues. 
  • Serve as a resource of knowledge and counsel to the Chair, Executive Director, committees, and other Council members. 
  • Review and respond to all action and information requests from the Executive office. 
  • Serve as a liaison between the Governing Body and committee chairs. 
  • Represent the Certification Council at the request of the Chair. 
  • Chair and serve on committees as appointed. 

Term of the Governing Body

Members of the Governing Body will serve staggered three-year term and may be reappointed.

Exam Development Committee Chair

Qualifications of the Exam Development Committee Chair

The Chair of the Exam Development Committee shall meet the following qualifications:

  • Minimum of one-year experience on the Certification Council.
  • Member of the Certification Council Governing Body.
  • Minimum of three years’ experience in childbirth education.
  • LCCE status.
  • Expertise in test development and item construction.
  • Expertise in test statistics and psychometric interpretation.
  • Demonstrated educational background (Doctoral level preferred)
  • Ability to lead small groups.

Responsibilities of the Exam Development Committee Chair

The responsibilities of the Chair of the Exam Development Committee include:

  • Attend and chair scheduled meetings of the Exam Development Committee.
  • Review competency statements, test outline and item percentages in collaboration with other members of the Exam Development Committee.
  • Review inventory of item bank yearly.
  • Approve final draft of examination in collaboration with the Chair of the Certification Council.
  • Review content and statistics of flagged items with psychometric consultant, Exam Development Chair, Certification Exam Consultant for problems prior to final scoring of the examination.
  • Serve as a liaison to staff and psychometric consultant to resolve exam related issues and concerns.
  • Assist the Chair of the Certification Council with budget and development.

Term of the Exam Development Committee Chair

The Chair of the Exam Development Committee is appointed for a three-year term by the Chair of the Certification Council, and may be reappointed.

Exam Development Committee Members

Qualifications of the Exam Development Committee Members

Members of the Exam Development Committee shall meet the following qualifications:

  • Expertise in childbirth education.
  • LCCE status.
  • Experience in item writing and/or psychometrics.
  • Ability to work in groups.

Responsibilities of the Exam Development Committee Members

The responsibilities of Exam Development Committee Members include:

  • Attend scheduled meetings of the Exam Development Committee.
  • Review and approve competency statements, test outline and item percentages in collaboration with other members of the Exam Development Committee.
  • Review all new potential test items in collaboration with other Exam Development Committee members for acceptability for inclusion in the item bank.
  • Complete special assignments as designated such as verification of references, examination review, or item writing and editing.

Term of the Exam Development Committee Members

Members of the Exam Development Committee are appointed for a three-year term by the Chair of the Certification Council in consultation with the Chair of the Exam Development Committee, and may be reappointed.

Guests such as high scorers and Program Directors are occasionally invited to attend and participate in item writing.

Recertification Committee Chair

Qualifications of the Recertification Committee Chair

The Chair of the Recertification Committee shall meet the following qualifications:

  • Minimum of one-year experience on the Certification Council.
  • Member of the Certification Council Governing Body.
  • Minimum of three years’ experience in childbirth education.
  • FACCE status.
  • Ability to lead small groups.

Responsibilities of the Recertification Committee Chair

The responsibilities of the Chair of the Recertification Committee include:

  • Attend and chair scheduled meetings of the Certification Research Committee.
  • Evaluate current research with implications for childbirth and childbirth education and certification.
  • Advise the Chair, Governing Body and Exam Development Committee of research relevant to childbirth education certification.

Term of the Recertification Committee Chair

The Chair of the Recertification Committee is appointed for a three-year term by the Chair of the Certification Council, and may be reappointed.

Recertification Committee Members

Qualifications of the Recertification Committee Members

Members of the Recertification Committee shall meet the following qualifications:

  • Expertise in childbirth education.
  • FACCE status.
  • Ability to work in groups.

Responsibilities of the Recertification Committee Members

The responsibilities of the Recertification Committee members include:

  • Attend scheduled meetings of the Recertification Committee.
  • Assist Chair in making recommendations regarding recertification requirements, and development of new programs.
  • Complete special assignments as designated.

Term of the Recertification Committee Members

Members of the Recertification Committee are appointed for a three-year term by the Chair of the Certification Council in consultation with the Chair of the Recertification Committee, and may be reappointed.

Psychometric Consultant

Qualifications of the Psychometric Consultant

The Psychometric Consultant is engaged as an independent contractor and shall meet the following qualifications:

  • Demonstrated educational background and psychometric expertise in exam development, scoring and analysis, and test-item data bank management.

Responsibilities of the Certification Exam Consultant

As an independent contractor, the Psychometric Consultant will provide the following services:

  • Maintain and manage the test item data bank (both English and Spanish), including newest item entry, item editing, and maintaining data bank activity record.
  • Prepare the exam for electronic based testing and produce camera-ready copies as necessary of two English and two Spanish exams for two administrations each year.
  • Prepare other language forms as necessary and approved.
  • Participate and advise on telephone conference calls following initial scoring of exam.
  • Score exams and produce score reports.
  • Prepare exam analysis reports, including candidate demographic profiles and program summary statistics.
  • Coordinate with staff regarding materials for Certification Council meetings.
  • Attend and provide psychometric consultation during Certification Council meetings, including Governing Body, Exam Development and Exam Construction meetings.
  • Advise Certification Council concerning policies and procedures related to exam development.
  • Serve as a technical resource to staff on the certification exam and test-item bank.

Term of the Psychometric Consultant

The Psychometric Consultant is engaged as an independent contractor with an annual contract for services. The Chair, in consultation with the chief staff person and the Chair of the Exam Development Committee, appoints the Psychometric Consultant and evaluates the services provided.
